宜蘭縣蘇澳鎮內埤海灘溺水意外不斷，1個月內發生3死2獲救1失蹤的溺水案件，昨縣長林聰賢主持災害應變中心會議後指出，颱風警報一發布後若進入海域將開單告發。他坦言，發生太多血淋淋的案例，為了安全不得不扮演黑臉。內埤海灘在前天、上月中旬發生溺水案件，過去也是意外不斷，甚至有警消為了救人不幸喪命，是當地人不敢靠近的海域。昨林聰賢表示，內埤海灘平常有瘋狗浪，過去颱風天是由海巡人員勸導，但「我想這樣是不夠的。」

林聰賢表示，將要求警察局配合海巡勸導，為了保證安全，要當黑臉讓觀浪的民眾遠離海邊，除內埤海灘外，在頭城的外澳也常有年輕朋友，為了刺激會在颱風天衝浪，這都必須完全禁絕。林聰賢指出，在颱風警報發布後，如進入海域將會要求相關單位開告發單，「已經有好幾次血淋淋的案例，不能再忽視！」雖然內埤海灘大，但民眾是開車、經過堤防進到海邊，會與東北角管理處討論，擬仿效蘇花公路設置封路的閘門等方式來作管理。宜蘭縣消防局表示，在颱風警報發布後公告管制區域，以廣播等方式勸導民眾離開，經蒐證如有民眾不離開海域，將依據《災害防救法》開罰5萬到25萬元。(中國時報)，
