基隆市長林右昌（見圖，鄭任南攝）昨出席北市府舉辦的「首都圈論壇─公共住宅政策」，他表示，公共住宅政策未來將是區域發展再平衡的重要機制，並強調惟有中央的全力支持，透過跨縣市的充分合作，才能夠找到成功的道路。林右昌說，上任後就提出南港到基隆河谷廊帶整體發展的想法，目前北北基三縣市都已經編列經費，將進一步展開規畫。基隆市五堵百福社區一帶與新北市汐止其實是一個生活圈，但兩市對當地發展跟產業定位等，想法南轅北轍，並未整合。

基隆市長林右昌（見圖，鄭任南攝）昨出席北市府舉辦的「首都圈論壇─公共住宅政策」，他表示，公共住宅政策未來將是區域發展再平衡的重要機制，並強調惟有中央的全力支持，透過跨縣市的充分合作，才能夠找到成功的道路。林右昌說，上任後就提出南港到基隆河谷廊帶整體發展的想法，目前北北基三縣市都已經編列經費，將進一步展開規畫。基隆市五堵百福社區一帶與新北市汐止其實是一個生活圈，但兩市對當地發展跟產業定位等，想法南轅北轍，並未整合。

林右昌認為，基隆河谷廊帶應透過市地重畫，評估將可提供348萬平方公尺的住宅用地，若其中15％提供作為社會住宅運用，大約可提供5000戶出租或公共住宅，若中央能配合修法提高容積獎勵的話，最多還可以增加為1萬至2萬戶。林右昌表示，公共住宅政策要能夠成功，必須有中央政府的全力支持，還必須站在國土規畫、區域發展的角度，採取跨縣市合作的模式來進行，相信未來的公共住宅將會是進步的住宅，也會是台灣新的住宅典範。(中國時報)，
